this is partially unlawful, as in: since bylaws require announcements
two weaks in advance. anything of substance that is not announced two
weaks ahead cannot legally binding be decided upon (unless all members
agree unianimous to do otherwise, of course).

again, note the difference between 'of substance', and any other
topic(s). you cannot submit items of substance later than two weeks
ahead (again, unless all members agree unanimous to do otherwise, of
course).
i suggest you read the mails i sent when announcing AGM 2010 for correct
wording regarding the procedure.
