Bug#395432: openssh-client: ssh-agent still ignores TMP environment variable

ssh-agent should honours both TMPDIR and TMP:
1] in theory TMPDIR is honoured, but not in practice;
2] TMP is ignored.

Note that honouring TMP will workaround the setgid issue
that cancels the TMPDIR code in practice.

Second, it makes sense to honour both of them as
in practice TMP and TMPDIR can be set up by libpam-tmpdir.
