when configuration file is lost, and apt-get install --reinstall is invoked,
the install script does not install the config file. Please add check for
existing config file into installation script.

It's a dpkg conffile; I can't do anything about this in openssh-client.
The standard way to reinstall missing conffiles is to use the dpkg
--force-confmiss option.
