You were right - it was a corrupted file that caused this. The strange thing was that before I filed the bugreport I tried everything from --reinstall to replacing the file and nothing helped. Today I fixed the file, did a "dpkg -P openssh-client" and reinstalled it from scratch - and it started working again.

Sorry for the arguably incorrect bugreport.
