This doesn't seem like an ssh bug; rather smells like some FS corruption to me.. I'll attach my copy of the relevant file, if that's useful. Could you send your copy of that file, and then test what happens if you replace it with my copy?
You were right - it was a corrupted file that caused this. The strange thing was that before I filed the bugreport I tried everything from --reinstall to replacing the file and nothing helped. Today I fixed the file, did a "dpkg -P openssh-client" and reinstalled it from scratch - and it started working again.
