Bug#355934: openssh-client won't upgrade as there's something wrong with update-alternatives

This doesn't seem like an ssh bug; rather smells like some FS
corruption to me..  I'll attach my copy of the relevant file, if that's
useful.  Could you send your copy of that file, and then test what
happens if you replace it with my copy?
