I'm hereby unmerging #159053, which seems to be asking for something
slightly more, namely for resource limits to be reset in sshd startup.
The other two do indeed seem to be fixed, though: I've confirmed by
comparing 3.6.1p2's behaviour to 3.7.1p2's.
