FWIW, my coloed box starts ssh as rcS.d/S13ssh (I have a S11networking).
Only small problem is this means there is a ssh daemon before the
nologin file is removed (and before there are home directories), but
this is only mildly confusing for users and it's not like I boot often
anyway.
