Bug#122188: ssh: ssh should start earlier

On the face of it this seems like a reasonable request to me,
considering something like a colocated system. However, I can imagine
subtle breakage resulting from changing it carelessly. Does anyone have
any comments on a suitable number for ssh's init script?

The chief constraints I currently see are that it should start after ppp
(14) and bind9 (15).
