I agree. This sounds like a hardware issue.

I would check the syslog console during installation on one of the other virtual
consoles and see if mkfs.e2fs prints any error messages.

The installer can hang when mkfs.e2fs produces an unexpected error message, so
it's always wise to look at the installation log.
