It looks like the libc6-udeb is not installable. This is most likely
related to the fact that glibc (the source package for libc6-udeb)
fails to build from source with the testsuite enabled (the same
is true for systemd, btw):

Many testsuite are failing on sparc64 due to segmentation faults,
albeit the number of such cases has dropped by around 100-150
packages ever since the buildds were updated to kernel 4.5
which addresses a stack corruption bug which was responsible
for many segmentation faults we were seeing.

I will build both systemd and glibc manually tonight with
the testsuites disabled, upload them and generate a new
set of installation images.

Those should be available tomorrow.

Hi,

Managed to install from netinst using the workarounds mentioned in other posts.

-So for the installer to load the "cdrom" had to execute shell and modprobe sunvdc and sunvnet 
-Weren't able to pick packages to be installed, so had to boot in rescue and install openssh server and update modules and run update-initramfs
-After installation no console on ttyS0, started with systemctl enable serial-getty@ttyS0.service.
