You can use the installer as a kind of rescue system [1]. After you do'chroot /target', run 'dpkg-reconfigure console-common' and select 'Keepkernel keymap'. That should allow you basic use of the keyboard after rebooting into the installed system again. [1] http://wiki.debian.org/DebianInstallerFAQ (question 28)
