Try modprobing openpromfs and take a look at
  /proc/openprom/SUNW,UltraSPARC-IIi@1c,0/clock-frequency
(or similar).

$ cat clock-frequency
11e1a300
(which is 300000000 in decimal)

For my Ultra 10:
$ cat cpuinfo
cpu : TI UltraSparc IIi (Sabre)
fpu : UltraSparc IIi integrated FPU
promlib         : Version 3 Revision 31
prom            : 3.31.0
type            : sun4u
ncpus probed    : 1
ncpus active    : 1
D$ parity tl1   : 0
I$ parity tl1   : 0
Cpu0Bogo        : 598.01
Cpu0ClkTck      : 0000000011e1a300
MMU Type        : Spitfire

Cheers,
