I had a similar problem with security updates to the 64 bit version of
libc-dev.  It seems the /lib/64 symlink is 'owned' by a number of
packages.  Forcing the install seemed to solve the immediate problem
however in the longer term I guess there needs to be a consistant view
on which package(s) it's in.
