You have 2 options, or copy the real system into the /nfsroot and modifing
it to the client needs (pay attention to hostname, network/interfaces,
fstab and kernel) or otherwise you can use debootstrap (start with a woody
system that it is known to work fine).

as above.. use debootstrap.
