Thanks for the clue. I had a quick grovel in the source and filed bug
#169758.
For what it's worth, you can change the behaviour in the environment
with LD_HWCAP_MASK=56. ldconfig notices that according to -v, but you
still need LD_HWCAP_MASK or LD_LIBRARY_PATH defined at runtime to find
stuff in /usr/lib/muldiv since it apparently isn't picked up from the
cache.
