I'm confused as to why you are setting up a modem on your console
anyway.  You have a second serial port, why not set up the modem on
that?  The console is really not the place to be putting a modem. 
Just my $0.02.

Getting a modem to work requires that you get the cable just right,
which is not trivial, especially for port B on an SS20 because of the
whacky two-ports-in-one "feature."  Consult your hardware references
and make a custom cable so that you know it's right.
