Cannot mount / as read/write filesystem

After a blackout the boot showed me:

VFS: Mounted root (ext2 filesystem) readonly
INIT: Version 2.80 booting
INIT: Cannot execute "/etc/init.d/rcS"
INIT: Entering runlevel: 2
INIT: Cannot execute "/etc/init.d/rc"

The after prompt I run

fsck /dev/hda1 (the root filesystem)

I fixes the errors and reboot, but... it continues to mount
readonly even if fsck sees a clean filesystem.

Ultra 5
Kernel 2.4.3
Debian unstable

I would like not to reinstall the system!i
Thank for your help.
