If your download machine also has debian, your problems are solved!!!

Install apt on the Classic

Install apt-zip on both machines

Use apt-zip on the Classic to create a list of files required by dselect
Use apt-zip on the networked machine to fetch these files.
Copy to CD-R
Back on Classic, copy them into /var/cache/apt/archives (or perhaps mount the CD there?),
and dselect again.

Works well (at least did 4 months ago).
