That particular file has moved from dpkg to dpkg-deb in 188.8.131.52.
Until we get a dpkg_184.108.40.206 for sparc, you have to do
dpkg --force-overwrite -i dpkg-dev_220.127.116.11.deb
(or find an older dpkg-dev). Also, I've noticed some odd behaviour of
gzip complaining when running dpkg on 2.1.9x kernels (haven't had the
time to localize the problem).
