The proper post and pre scripts are those as in the examples in sgml-base v1.21
(which I just uploaded) as well as those generated by dh_installcatalogs from
the debhelper package (although I just noticed the latest fix for that latter
script didn't get in properly for which I just filed a bug report).

So, the easiest way to get things proper is to use dh_installcatalogs(1).  And
while you're at it: using "${misc:Depends}" in debian/control will also take
care of always having a dependency on the correct version of sgml-base.
