The manual for 1.3.1 says it only supports the directives
`public PUBID FILE'
`entity NAME FILE'
`doctype NAME FILE'
`sgmldecl FILE'
The code in /usr/share/emacs/site-lisp/psgml/psgml-parse.el mentions
the catalog directive in sgml-parse-catalog-buffer, but doesn't seem
to do anything with it, so I guess the answer is no.
Of course it doesn't seem to do anything with sgmldecl in the same
function, and the docs say that one is supported, so I may be missing
something.
