lsb catalog scheme and psgml



So, does psgml grok CATALOG directives in OASIS catalogs or not?

I started with my document as DocBk xml, which entailed having a
system ID for everything, and it went well.  Now I want to switch to
the real thing (DocBook) so I removed the system ID from the DOCTYPE
declaration (after changing the public ID appropriately, of course).
But now psgml can no longer find the doctype entity.

Reading the manual, CATALOG isn't one of the directives enumerated as
being supported.  But given the heavily nested lsb scheme now used by
Debian, this would make catalogs quite unusable?
