AFAIK this is possible only if you customize the stylesheets.
Probably you could use the section's 'role' attribute and hook into
that in the part of the stylesheet which produces the TOC. How you go
about this will vary depending on whether you're using XSL or DSSSL.
Anyhow, this is more of a docbook issue than a Debian issue...
