Why do you use a proxy for anonymous ftp access to security.d.o? I doubt ftp://ftp.debian.org/debian:21 is acting as a proxy. Try to download the file manually with wget like this: 

wget ftp://security.debian.org/debian-security/dists/squeeze/updates/main/binary-i386/Packages.gz

If that succeeds, you can safely drop the file /etc/apt/apt.conf.d/proxy.
