There is not only issues of legacy hardware but virtual machines. I
signed up for the RHEL 6 beta. Downloaded my copy and fired it up in
virtualbox, only to find that it failed to boot, because virtualbox did
not support PAE.
I am not sure if other virtualization solutions would also have issues
with this. However, virtualbox is likely more popular in a desktop
environment where you are more likely to have an i386 host.

That may have been somewhat out of context, but from my experience on
#debian IRC, many uses do still run on hardware. I saw two different
people this week wanting to install debian via floppy for example.
