it's in my humble opinion normal, because the acces denied is done by
sshd and not by PAM

it's PAM who make this delay.

try to change
"auth required pam_unix.so" => "auth required pam_unix.so nodelay"
in /etc/pam.d/ssh to remove the 2/3s delay
