At least on my system, putting it into /etc/pam.d/login did the trick:

# Standard Un*x authentication. The "nullok" line allows passwordless
# accounts.
auth    sufficient      pam_opie.so
auth       required   pam_unix.so

ftp and ssh logins should be handled by their own pam.d entries, and won't
be affected by this.
