Request for review/upload of rhash 1.3.8-1

I've prepared rhash 1.3.8-1 package [1]. We can make it in time before the soft freeze.

The change log is short:

  * New upstream release version 1.3.8

  * d/control: set Homepage url to the one from the upstream README
