I've just made an upload which fixes the nocheck bug, so you don't
have to worry anymore about python-hepunits.

I have not looked at the downgrading package issue you point out,
but the upload included also a required fix from Drew for the
autopkgtests, which declare "needs-internet", but the server is
apparently not always available. Let's see how it goes.
