Yes, I thought about it

  * python3-qutip-core
    Version: 5.1.1-20
    Replaces: python3-qutip (<< 5.1.1-20)
    Conflicts: python3-qutip (<< 5.1.1-20)

and

  * python3-qutip
    Version: 5.1.1-20
    Depends: python3-qutip-core (= 5.1.1-20)

should work.  You are right...
