skimage: two build-time tests are failing in latest upload

Hi Ole,

thanks for caring for skimage.  I realised that s390x fails building[1]
with:

I admit I'd consider simply ignoring these two tests on s390x.

BTW, I've just uploaded dask which hopefully might work properly so you
might consider reverting its exclusion done in your latest upload.  But
I fully leave this to your decision and would be happy if you could deal
with the s390x issue.
