RFS: python-h5netcdf/0.7.1-1 [RC]

Dear all,

I have just fixed the current RC affecting `python-h5netcdf` with an
update to its new upstream release.

I would need someone from the team to sponsor the upload. The only
thing left is to run `dch --release`, tag and submit.
