Where can I find atlas/clapack.h

Hi Sébastien,

we have some old Debian packaging code for emmax in Git[1] which used to
work with Build-Depends: libatlas-dev.  Since I understood that the
headers are now moved I did

but I get:

Any idea how to properly build emmax now?
