Thanks all. Sounds like a unified single -dev package is reasonable, at
least for now.

Andreas: I pushed a candidate packaging to the sundials git. Please try
it out. This is close to being uploadable. If it looks good, need to
generate the symbols files still, but that's the only main thing to do.
