Sure.  If a command can not be found try

 $ apt-file search /usr/bin/gbp
git-buildpackage: /usr/bin/gbp

and install the missing package.

There are but to my personal experience this workflow is (even) less
documented and needs more tricks.  I might be wrong but if your trouble
can be solved by just using git-buildpackage that's easy to solve.
