Unfortunately the latest release of octave (3.8) breaks swig support which in 
turn breaks octave. We fixed this upstream and I have packages for the 
newest plplot release 5.10.0 which work, but they in turn rely on the 
latest release of swig (2.0.12), which hasn't yet made it into unstable. This 
is a little bit frustrating as we've been waiting a while now to get plplot
back into debian. There is an open bug against swig regarding this.

The required debian/ files are available in the upstream plplot svn repo. 
Copy this directory on top of an unpacked 5.10.0 source release and you
should be ready to go. Once swig is updated I'll upload packages to 
mentors.debian.net. At that stage I'd be happy for some help to uploading
to unstable.
