It is part of the kernel-patch-2.4.19-s390 package since version
0.0.20021024-1, and is included in the kernel in kernel-image-2.4.19-s390.
So, the easiest way to get this patch is to upgrade your kernel to
kernel-image-2.4.19-s390. You can download the .deb here:
