DebConf25 travel bursary for Blair Noctis (ncts)

I was informed Blair Noctis (ncts) is going to request a travel
bursary to attend DebConf25. As a fellow member of the Rust Team I
can only say Blair should indeed qualify for the bursary. Their
track record speaks for itself, so I will not waste time describing
it. I will however say that their efforts are central to the proper
and healthy working of the team, so amongst all contributors Blair
certainly deserves it.
