I have read about debcargo-conf repository and managed to get my
packages as branches there (not pushed yet). I am a DD, thus I will
not need sponsoring.
Do I understand it correctly that each 'pending-*' branch at
debcargo-conf should contain a single commit, and should be merged
into master after a package clears NEW?
yes. the pending-branch should contain the release commit for the
initial upload. For future updates I tend to merge my pending branches
locally and then psuh just to master.

Are there any team policies that I should read and agree before joining?
Not really. I can recommend reading the README from the repo and the
rust_hacks.md for some (un)common hacks when packaging crates. Note that
for rust crates having features we set "collapse_features = true" in
debcargo.toml. This provides the features as virtual package.
