You should setup Russian locale on your system, console fonts and
keymaps.
In general setting a Russian locale is as simple as "LANG=ru_RU.KOI8-R".
Fonts and keymaps are set up using console-tools package.
Read the documentation and set the Cyr_* font and koi2alt.trans map.

Yup, using Xkb. Actually, you only have to set up locale correctly, and
say 
	XkbLayout "ru" 

in XF86Config. Lookup XF86Config man page for the "Keyboard" section.
