It is illusion. There are majority web sites with Koi encoding but they
have true <META field... And you do not have any problem with viewing its
with LYNX (Netscape, IE). Your can have any DEFAULT encoding in LYNX setting
in this case. In the other side many cp-1251 pages do not have true <META tag.
It is BROKEN. You MUST use bad setting for correction.
Conclusion: The average win user (and web maintainer) no not know HTML language.
I know that exist the server statistic. But I do not know about charset stat.
It is do not have any mind. Really there are CORRECT and BROKEN page only.
