The maintainance status of doc-base is unclear to me. dhelp seems to be the one doc-base implementation that still works , but it's also orphaned for a long time. I would say that if the package is installing stuff into doc-base, don't remove it. Whether your time is well spent *adding* stuff is a bit difficult to say.
