There is NO requirement that VAT can only be recovered on properties who's council tax is marked as business. Also given that the only property will have to be converted back to a domestic account when it is occupied by a new tenant, it does seem rather silly and a lot of work for you to convert it twice in quick succession.
Given both of these it is unnecessary to convert it to a business account, and there is no reason for you not to send me a VAT invoice.
