You can see the debian Ruby team practices etc at the Debian wiki

Basically, it goes something like this
1) join the pkg-ruby-extras team on Alioth
2) create a package and then ask on the list for review
3) ???
4) upload!
Ask if there is something that is not clear or if you get stuck, either on
this list or on the team IRC channel.
