Hello,

another gitlab update: ruby-em-http-request - it's already available in the archive, but
version is a way to old. Switched package to All, because upstream removed cext.

Changelog is a little bit long, perhaps consider as "new" package: (fix one RC bug)

    - copyright for debian/ is missing, see #739711 / pending
