If we provide just one version then it doesn't really make sense to provide virtual packages, we can have real packages instead.

How about providing ruby-{action,active}* virtual packages? Some of
them already have but some of them don't have (ruby-activemodel). Even
those who have, some of them are only in experimental
(ruby-activeresource).
