error message added to issue above, and this was upstream response.

"This doesn't seem to be a Haml test at all. It looks like a Rails
test (`railties/lib/rails_generator/generators/components/scaffold/templates/functional_test.rb`)
that's failing. I've got no idea why this test would be running; it
certainly shouldn't be.

I've been tweaking the way Haml's rails_compatibility tests run in the
stable branch; it might be worth trying this again using the latest
stable."

You have to keep reminding your government that you don't get your
rights from them; you give them permission to rule, only so long as
they follow the rules: laws and constitution.
