RFS: ruby-systemu ready for migration

Hi,

I have transitioned systemu to gem2deb based packaging and is
available in our git repo. It builds with git-pbuilder, is lintian
clean, has a working watch file. Please review and upload, it is a
dependency for ohai transition.
