Thanks for your contribution, my comments below.
1. All ruby gems are now maintained by debian ruby team, so keep maintainer field as Debian Ruby Extras Maintainers and add yourself as uploader (keep the same values created by gem2deb).
2. Same for vcs fields. Request membership in pkg-ruby-extras project on alioth.debian.org and add your files to project git repo as per details on ruby team packaging wiki page.
3. Since it requires rails 3, we have to wait till ruby 3.1 is packaged. Ask Abdul Karim for details and see if you can help Ondrej with rails 2.3 update.
4. Second line can be removed from changelog as it is tracking changes to the package itself.
Also current priority of ruby team is to complete transitions, see if you can help with any updates.
