Hm, using usertag would be good idea. So, how about using
"debian-ruby@lists.debian.org" as user and "ruby1.6" for usertag?

Then I'll put a link to 
http://bugs.debian.org/cgi-bin/pkgreport.cgi?usertag=debian-ruby@lists.debian.org:ruby1.6
on the wiki.
